Long Description:
The lawless city of Kakou has long been a thorn in the side of the Emperor, and after intercepting a missive, your team believes the Emperor means to destroy it or weaken it severely. The northern coast of the Izou Empire faces a bitter winter, with the bay of Kakou frozen to ice. You know there's no easy refuge, panic would be disastrous, and the Empire may strike anytime.
